Developing countries should have a stronger voice in shaping global artificial intelligence (AI) rules, the Ministry of Digital Economy said during the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, China, as it outlined Sri Lanka’s digital transformation plans and AI ambitions.
Deputy Minister Eng. Eranga Weeraratne delivered the keynote address at the diplomatic-level forum, held under the theme “AI Partnership for a Brighter Future.” The event brought together digital ministers and technology experts to discuss AI development, digital infrastructure and international cooperation.
Addressing the forum, Weeraratne said AI is rapidly transforming governments and economies around the world. He stressed that developing countries should help shape global AI governance from the beginning rather than simply adopt rules created by others.
He also said every country should retain sovereignty over its own data and digital infrastructure while ensuring AI systems can work together across borders. In addition, he noted that developing nations need greater technical support to implement global AI safety standards effectively.
Among the initiatives presented were the Sri Lanka Unique Digital Identity (SLUDI) platform, which will support secure AI-enabled digital services, and plans to establish a National AI Institute to strengthen local research, ethics and policymaking.
Weeraratne concluded by saying the success of AI should not be measured only by technological progress, but also by how much it improves the lives of ordinary people.
The Sri Lankan delegation also included Sumudu Ratnayaka, Advisor to the Ministry of Digital Economy, together with diplomatic representatives from across the region.
