Australia Blocks New Enrolments in Graduate Diploma of Management From October

Australia will stop new international students from enrolling in the Graduate Diploma of Management (Learning) from October 5, 2026.

The Australian government says the course has been misused to help students transfer between courses after arriving in the country.

Assistant Minister for International Education Julian Hill announced the decision on September 4.

The change targets the Graduate Diploma of Management (Learning), course code BSB80120.

However, it does not apply to graduate diploma courses in general.

From October 5, education providers registered under the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) cannot issue new Confirmations of Enrolment for this course.

They also cannot enrol new overseas students in the course.

In addition, providers cannot allow overseas students who have not started the course to begin their studies after the deadline.

The government will also cancel Confirmations of Enrolment for students who have not started the course by October 5.

Students already studying can finish

The new rule does not affect international students who have already started the course by October 5.

Those students can continue their studies with their current providers and complete the qualification.

The change also does not affect domestic students.

The Australian government said it found strong evidence that the course helped “non-genuine students” transfer between courses after arriving in Australia.

The government also linked the course to high visa refusal rates and high numbers of students who failed to complete their studies.

Government figures show that 452 vocational education and training providers can offer the qualification to international students.

The course also has 41,033 active Confirmations of Enrolment.

Of that total, 15,772 students are currently studying the qualification.

Australia tightens controls on courses

Hill said Australia would continue to welcome genuine international students.

At the same time, he said the government would keep a strong focus on the quality of its international education system and the integrity of its student visa system.

The government used new powers introduced through reforms passed in 2025.

These powers allow the government to suspend or cancel specific courses when they raise concerns about education quality, Australia’s skills needs or the public interest.

Therefore, the new measure targets one specific qualification rather than graduate diploma courses across Australia.

For international students planning to study in Australia, the change means they cannot start a new enrolment in the Graduate Diploma of Management (Learning) from October 5, 2026.

Students who already started the course before that date can continue and complete their studies.
