Canada plans to welcome 380,000 permanent residents each year from 2027 to 2029. The government will also control new arrivals of temporary workers and international students.
The latest immigration plan matters to Sri Lankans considering Canada for employment, higher education or permanent settlement. However, the figures do not mean every overseas applicant has a better chance of moving. Canada is placing greater focus on skilled workers and people who meet its economic needs.
Prime Minister Mark Carney defended the new targets, saying they are “in line with sustainable immigration”. He also said his government had “taken back control of immigration”.
Carney pointed to a decline in temporary immigration since 2024. According to the government, international student numbers have fallen by 71%, temporary foreign workers by 57% and asylum seekers by 68%.
Canada Prioritizes Skilled Workers
Economic immigration will account for 64.4% of Canada’s permanent resident admissions under the latest plan.
This includes applicants entering through programmes such as Express Entry and the Provincial Nominee Program.
Express Entry manages applications from skilled workers who meet the requirements of selected immigration schemes. The Provincial Nominee Program allows provinces to select workers based on local labour needs.
For Sri Lankan professionals, these routes may offer opportunities if their qualifications, work experience and other requirements match Canada’s criteria. However, meeting the basic requirements does not guarantee permanent residence. Applicants must still qualify under the relevant and selection process.
Work and Study Arrivals Will Remain Controlled
Canada plans to accept 220,000 new temporary workers and 150,000 new international students annually from 2027 to 2029. These targets show that Canada will continue accepting foreign workers and students. However, the government is keeping temporary arrivals under tighter control.
Sri Lankans planning to study in Canada should consider more than university admission. They also need to understand study permit requirements and the costs of education and living.
Those seeking employment should research eligible work permit routes and genuine job opportunities. A job offer alone does not automatically guarantee a work permit or permanent residence.
Who Can Benefit From the New Permanent Residence Initiative?
Canada also plans to move up to 200,000 temporary residents already living in the country into permanent residence by the end of 2027. The initiative covers eligible workers and other groups, including people applying through humanitarian and family reunification routes.
However, this is not a general pathway for Sri Lankans applying directly from overseas.
The government introduced the measure to address the status of people who already live and work in Canada.
For overseas applicants, regular immigration programmes remain the main routes to permanent residence.
What Sri Lankan Applicants Should Consider
Canada’s latest plan shows that skilled workers remain a major part of its immigration system. However, applicants need to understand the requirements before making financial decisions.
Professionals should check whether their occupation, qualifications and work experience match eligible immigrations.
Students should review study permit rules, education costs and available funding. Those seeking employment should verify employers, job offers and work permit requirements.
Applicants should also check official Canadian immigration information before paying agents or making major commitments.
Canada is maintaining its permanent residence target while controlling temporary arrivals. For Sri Lankans planning to move, choosing the right pathway and meeting its requirements will remain essential.
