CoPF Receives Treasury Report on Controversial US$2.5 Million Payment Diversion – Dr. Harsha de Silva

CoPF Receives Treasury Report on Controversial US.5 Million Payment Diversion – Dr. Harsha de Silva

The Parliamentary Committee on Public Finance (CoPF) has received the General Treasury’s report concerning the alleged diversion of a US$2.5 million payment that was originally due to an Australian company.

The matter has drawn attention because it involves questions over how a payment earmarked for one party was allegedly redirected to another recipient.

Speaking after a meeting of the Committee on Thursday (04), CoPF Chairman Dr. Harsha de Silva said the report had been distributed to all committee members for review.

Report to Be Examined Next Week

According to Dr. de Silva, committee members will study the findings before holding further discussions with the Finance Secretary next week.

The review is expected to focus on the circumstances surrounding the transaction, the processes that were followed, and whether any procedural failures contributed to the alleged diversion of funds.

The case has attracted public interest given the amount involved and the importance of maintaining accountability in public financial management.

Questions Over Submission Process

The issue has also raised questions about how the report was initially delivered.

It was reported that the General Treasury first sent the report to the private residence of the CoPF Chairman. However, Dr. de Silva reportedly declined to accept it and returned the document on Wednesday (03).

He maintained that reports intended for parliamentary oversight should be formally submitted through Parliament rather than delivered to a Member of Parliament’s private residence.

The incident highlights the importance of following established parliamentary procedures, particularly in matters involving public finance and accountability.

With the report now officially before the Committee, attention is expected to shift to the findings and the explanations that may be sought from Treasury officials during next week’s discussions.

The outcome of the review could provide further clarity on how the payment was handled and whether any corrective action or additional investigations may be required.
