Public Finance Committee Pushes for Modern Audit Systems and Skilled Staff Retention

The Committee on Public Finance has called for modern audit systems and better staff retention as it reviewed the 2027 budget estimates of the National Audit Office.

The committee stressed the need to use modern technology and data analysis tools to improve the efficiency and quality of audit work.

Members said better use of technology could also improve oversight of state finances.

Skilled audit officers face retention issues

The committee also raised concerns about the loss of skilled audit officers.

Some officers are transferred to other sectors after receiving specialised training. This can reduce the National Audit Office’s ability to retain experienced staff.

Members discussed introducing a suitable allowance system to encourage skilled officers to remain in the audit service.

The committee also focused on weaknesses in the internal control systems of state institutions.

Members stressed that officials must act on recommendations made by the Auditor General. Stronger follow-up could help improve financial management across state institutions.

Samurdhi Bank audit also comes under review

The committee discussed practical challenges involved in auditing the Samurdhi Bank.

Members called for strategic and legal reforms to improve the efficiency of the audit process.

They also stressed the need for a clear, outcome-based plan to modernise audit work.

The plan should cover technology, staff management and the use of resources.

The meeting was chaired by MP Ravi Karunanayake in the absence of Committee Chairman MP Harsha de Silva. He was appointed temporary chairman under the Standing Orders.

Deputy Ministers Chathuranga Abeysinghe, Nishantha Jayawira and Kaushalya Ariyaratne, along with MP Lakmali Hemachandra, attended the meeting. MP Wijesiri Basnayake joined online.

The committee’s discussions place greater focus on how the National Audit Office can use technology and skilled staff to improve oversight of public finances.
