Parliament is set for a busy week from September 22 to 25, with a constitutional amendment and a Rs. 17.213 billion electricity-bill support package among the key items on the agenda.
The Supreme Court’s determination on the 22nd Amendment to the Constitution has reached the Speaker.
The Speaker is expected to announce the determination in Parliament on September 22. Parliament has scheduled the Second Reading debate on the 22nd Amendment and the Judicature (Amendment) Bill for September 24 and 25.
Rs. 17.2 Billion for Electricity-Bill Support
Parliament is also scheduled to consider a Rs. 17.213 billion Supplementary Estimate on September 23.
The funds are intended to provide financial assistance to the public in relation to electricity bills.
The Government plans to find the funds by moving money from 2026 allocations given to ministries.
These are allocations that ministries are not expected to use before the end of the year.
According to Parliament, the move will not increase the overall spending limit approved under the 2025 Appropriation Act.
It will also not increase the Government’s maximum borrowing limit.
This makes the supplementary estimate an important item to watch from a public finance perspective.
The key issue is how the Government will use the reallocated funds and how the electricity-bill support will reach the public.
Other Changes to Parliamentary Business
Parliament has also changed some items scheduled for September 22 and 23.
The Second Reading debate on the Promotion of Export Agriculture (Amendment) Bill has moved from September 22 to September 23.
Parliament has also decided not to proceed with the Sri Lanka Institute of Chartered Media Professionals Bill, which had been scheduled for September 23.
The rest of the parliamentary business scheduled for September 24 and 25 will remain unchanged.
The 22nd Amendment and the Judicature (Amendment) Bill are scheduled for debate from 11.30 a.m. to 7.00 p.m. on both September 24 and 25.
The week therefore brings together two areas with direct public interest: proposed constitutional changes and government spending aimed at supporting electricity-bill payments.
