Government to get US$50 Million from World Bank for Digital Transformation

The Government has decided to secure Special Drawing Rights (SDR) equivalent to US$50 million from the World Bank Group to implement the Sri Lanka Digital Transformation Project.

The project supports the Digital Economy Strategy (2025–2030). It aims to improve public services through digital systems. In particular, it focuses on efficiency, transparency, and faster service delivery.

Cabinet Approval and Loan Negotiations

The Cabinet approved in October 2025 to seek financial support from international partners. Following this decision, government officials began formal negotiations with the World Bank. All relevant stakeholders participated in the discussions. The negotiations have now concluded successfully.

Under the agreed structure, the Ministry of Finance, Planning, and Economic Development will act as the borrower on behalf of the Government. Meanwhile, Gov Tec Sri Lanka will implement the project.

The Cabinet approved the resolution submitted by Anura Kumara Dissanayake in his capacity as Minister of Finance. Furthermore, the Public Debt Management Office reviewed the financing terms. The facility complies with the Public Debt Management Act No. 33 of 2024.

The project will strengthen digital governance across public institutions. In addition, it will enhance institutional capacity and modernise service delivery systems. Overall, the funding supports long-term digital reforms under the national digital economy agenda.
