Every budget is about making choices. Spend more on day-to-day running costs, or invest in projects that can support long-term growth.
President Anura Kumara Dissanayake says the Government wants to shift that balance in 2027. Instead of allowing recurrent spending to keep growing, the focus will be on increasing investment in infrastructure, digital services, jobs and youth development.
Speaking at the Galle District Special Coordination Committee Meeting, the President outlined several priorities that could shape next year’s Budget and the country’s development agenda.
More money for development, less for day-to-day spending
One of the Government’s biggest priorities is to reduce recurrent expenditure, which currently stands at around 9% of the economy, while increasing capital expenditure from 4%.
The President said about Rs. 2 trillion has been allocated for capital spending in 2027, representing an increase of around 40%.
If these plans move forward, more public funds would be directed towards infrastructure, public investment and long-term development projects rather than routine government expenses.
Digital services and a stronger workforce
Another key priority is the digitalisation of public services.
The Government plans to make more services available online so people can access them from home, while improving the efficiency of public institutions.
The President also said the Government is considering extending the retirement age in selected sectors. The proposal aims to retain experienced and skilled professionals in areas where expertise remains in high demand.
At the same time, he said the Government wants to build an outward-looking economy that creates more employment opportunities for young people and attracts greater investment.
Investment beyond the economy
The President said more resources will also be directed towards sports and youth development, describing sports as an important way to address social issues, including drug abuse.
He also highlighted the continuation of the “Ratama Ekata” anti-drug operation. Since October 2025, authorities have carried out 12,608 raids in the Galle District and seized 119.6 kilograms of illicit drugs.
Alongside these national priorities, the meeting reviewed progress on housing projects, water supply schemes, rural road development, waste management and plans to develop Galle into a major tourism and economic hub.
Looking beyond the numbers
While the detailed allocations will only become clear when the 2027 Budget is presented, the President’s remarks provide an early indication of the Government’s direction.
The emphasis is shifting towards increasing public investment, expanding digital services, creating jobs and strengthening regional development. Whether these priorities translate into stronger economic growth will depend on how effectively the planned investments are implemented and how quickly they deliver results for businesses and communities.
