A Taxpayer Identification Number (TIN) certificate will become mandatory for several key services and transactions from April 1, 2026, under the Inland Revenue (Amendment) Act of 2026.
Services Requiring a TIN Certificate
From April 2026, individuals and businesses must present a valid TIN certificate to complete the following:
Financial Transactions
- Opening a bank account at a financial institution
- Obtaining a credit card
Property and Development
- Registering land or land ownership
- Securing approval for building plans
Motor Vehicles
- Registering a motor vehicle
- Renewing a motor vehicle licence
Business and Corporate Activities
- Registering a business
- Transferring shares in a Sri Lankan incorporated company (both transferor and transferee must provide a TIN)
Verification Requirement
The Amendment Act places responsibility on designated officials to verify TIN certificates before providing services. These officials include bank managers, registrars, and provincial or divisional secretaries.
Authorities say the requirement aims to formalise economic transactions and expand the national tax base.
