Presidential Expert Committee Proposes Major Public Sector Salary Reforms from 2025

The Presidential Expert Committee has submitted its final report recommending significant salary and allowance increases for public servants, effective January 1, 2025. This report, presented to President Ranil Wickremesinghe by Committee Chairman Udaya R. Seneviratne, aligns with the terms outlined in the Memorandum of Understanding between the Government of Sri Lanka and the International Monetary Fund (IMF).

The committee, formed on June 12, 2024, comprises ten key members from both the public and private sectors, including senior government officials and private sector representatives. The report outlines an 18-point policy for public service reforms, proposing a salary increase ranging from 24% to 60%, starting from a base salary of Rs. 30,000, and recommending the allocation of 50% of the cost of living allowance to nearly 1.5 million government employees and pensioners.

President Wickremesinghe emphasized that these recommendations would be implemented through the Ministry of Finance, with the goal of raising incomes as proposed by the committee. The reforms, supported by the Treasury and approved by the Cabinet, are expected to enhance public service efficiency and contribute to the nation’s economic development.
